EVICTION WITHOUT MERCY? NO.(MAIN)

President Clinton has signed an order that directs the Department of Housing and Urban Development to punish those federally funded housing projects that fail to enforce the 1988 rule requiring eviction of drug offenders.

Obviously drug trafficking contributes to the crime and violence at public housing projects. Indeed, gangs have made some projects literally unlivable. We do not dispute the urgent need to get these people out.

But the rule the Clinton administration wants strictly enforced might be so broad and severe that its application will result in injustice and suffering. It states that the entire family must be evicted if just one member participates …
